About Us SAFA is a statutory authority constituted as the Under Treasurer under the Government Financing Authority Act 1982 (the Act , Amendment). SAFA is subject to the control and direction of the Treasurer of South Australia who in turn, is responsible to the Parliament of South Australia for the proper administration of the Act. SAFA functions as the central financing authority for and captive insurer of the State of South Australia, its businesses and agencies, and plays an integral role in the overall management of the State's finances and risks. SAFA harnesses economies of scale and relevant expertise in wholesale financial markets and insurance markets. The Treasurer of South Australia guarantees SAFA's borrowings and general financial obligations. SAFA is South Australia's primary face to the domestic and international financial markets for the management of the State's funding and investment flows and for transacting in derivative products for risk management purposes. SAFA through its insurance division SAICORP, is South Australia's primary face to the domestic and international insurance markets for providing whole-of-government catastrophe reinsurance, and providing insurance cover, risk management advice and assistance to Government agencies. In addition to SAFA's role as the central financing authority for and captive insurer of the State, SAFA is also responsible for corporate governance, transaction management and support services for the electricity entities and from 1 July 2005, assumed responsibility for administration on behalf of the Treasurer of contracts associated with a number of industry assistance schemes. The Under Treasurer is Presiding Member of the South Australian Government Financing Advisory Board a body created by the Act charged with the responsibility of providing advice to the Under Treasurer and the Treasurer of South Australia on issues pertaining to SAFA's operations. The General Manager, SAFA reports to the Under Treasurer. Executive management of SAFA is vested in the General Manager; Director, Corporate Governance and Planning; Director, Financial Markets and Client Services; Director, Finance; and Director, Insurance. Operationally, SAFA is organised into the following areas:- Financial Markets and Client Services; Corporate Governance and Planning; Insurance; and Finance. The insurance division of SAFA operates using the "SAICORP" trading name.
